WARSAW – In a bold move signaling rising regional tensions, Poland is significantly strengthening its national defense. Prime Minister Donald Tusk has announced plans for mandatory military training for men, while President Andrzej Duda is pushing for a constitutional amendment to guarantee defense spending at a minimum of 4% of GDP.

The announcements come as part of a broader effort to prepare Poland for potential conflict, with a clear message directed at Moscow.

“We want our reserves to be ready for any threat,” said Tusk, explaining that the government aims to finalize the training program by the end of the year. The initiative will involve all adult men in large-scale military exercises.

At the same time, the government is reallocating nearly 180 billion Polish zlotys from its National Recovery Plan to boost the military budget. The goal is to expand domestic weapons production and reduce dependence on foreign suppliers—part of a long-term vision for strategic defense autonomy.

President Duda is taking it even further by proposing a constitutional safeguard requiring all future governments to maintain at least 4% of GDP in defense spending.

“Poland must be prepared to defend itself, regardless of who is in power,” Duda stated, noting the need for political stability in national defense policy.

Duda’s plan will require two-thirds parliamentary support, prompting negotiations with opposition parties. The proposal is viewed as a direct warning to Russia amid growing fears of regional destabilization.

As U.S. focus shifts away from Europe, Poland appears determined to secure its own defense future.
