Finland’s President Alexander Stubb is calling on the United States to unleash a new wave of crushing sanctions designed to paralyze Russia’s industrial base and finally push Vladimir Putin toward real peace negotiations. In a forceful interview with Politico, Stubb said the moment has come for Washington to turn up the pressure — and keep it there.

“Trump Tried Sugar — Now It’s Time for the Whip”

Stubb delivered a blunt assessment of President Donald Trump’s strategy toward Moscow.
Trump either uses sugar or the whip,” he said. “He tried sugar in Alaska and during his call with Putin. When he realized the Russians weren’t budging — weren’t interested in peace — he reached for the whip.”

That “whip,” Stubb argues, must now be reinforced by a fresh, aggressive sanctions package targeting the heart of Russia’s energy, military, and industrial power.

A Sanctions Package Waiting for Trump’s Signature

A sweeping sanctions bill with bipartisan support in the U.S. Senate has been stalled while awaiting President Trump’s approval.
But on Sunday night, Trump signaled that the legislation was “fine with him,” clearing the way for its passage and setting up what could become the toughest economic offensive against Russia since the start of the war.

Just last month, the Trump administration slapped sanctions on Russia’s two biggest state-controlled oil giants — Rosneft and Lukoil — a move that rattled global markets and delivered a direct blow to the Kremlin’s most valuable revenue stream.

Stubb: Only Oligarchs Can Change Putin’s Mind

According to Stubb, Putin has no interest in a ceasefire and responds only to pressure from the oligarchs who bankroll his regime.

“If they come to the conclusion that the economic cost is too high, then things may start to move,” Stubb said.
He argues that tightening the economic screws is the only realistic path to forcing Moscow into meaningful negotiations.

A Turning Point in U.S.–Russia Strategy

As Russia digs in and the war shows no signs of easing, Stubb’s message is clear: sanctions — not diplomacy alone — will determine whether Putin shifts course.

Whether Washington chooses to escalate its economic warfare could shape not only the future of the conflict, but the balance of power across Europe and beyond.
