In a bold diplomatic move that escalates global pressure on the Kremlin, Ukraine has officially called on Mexico to arrest Russian President Vladimir Putin if he attends the October 1 inauguration of President-elect Claudia Sheinbaum. The request, posted by the Ukrainian Embassy in Mexico on Facebook, cites the active International Criminal Court (ICC) arrest warrant accusing Putin of war crimes linked to the abduction and forced deportation of Ukrainian children.

While acknowledging Mexico’s policy of inviting representatives from all nations with which it maintains diplomatic relations, the Ukrainian Embassy stressed that the ICC warrant cannot be ignored — especially by a country that recognizes the court’s jurisdiction.

“We hope the Mexican government is aware that Vladimir Putin is a war criminal,” the embassy wrote, underscoring that Mexico is obligated to enforce the ICC warrant should Putin set foot on its territory. Ukraine further stated that it expects Mexico to detain Putin and turn him over to the United Nations judicial authority in The Hague.

The appeal comes amid renewed international scrutiny of Russia’s actions in Ukraine and growing calls for accountability. The ICC warrant — a historic first for a leader of a permanent UN Security Council member state — accuses Putin of directing the unlawful transfer of children from occupied regions of Ukraine into Russia.

If Mexico complies, it would deliver one of the most dramatic diplomatic shocks in modern history, potentially triggering severe geopolitical fallout. If it refuses, questions will mount about the strength of international law and Mexico’s commitment to global justice.

As the inauguration date approaches, the world will be watching whether Mexico chooses diplomacy — or the rule of international law.
