France has been rocked by a political scandal of stunning proportions after a court sentenced the mayor of Saint-Étienne to prison for orchestrating the blackmail of his own deputy with a secretly recorded sex tape. The verdict includes four years of immediate imprisonment, an additional suspended sentence, and an instant ban on holding public office.

This extraordinary case has exposed a dark underbelly of political warfare in France — one involving deception, coercion, and the targeted destruction of a political rival.

The Scheme: A Secret Video, a Political Threat, and a Vicious Power Play

Gaël Perdriau, the 53-year-old mayor of Saint-Étienne since 2014, was found guilty of using a clandestinely filmed video involving his then-deputy, Gilles Artigues, and a male escort.
Artigues, a conservative Catholic known for opposing same-sex marriage, intended to challenge Perdriau for the mayoralty — until the video derailed his ambitions.

The court in Lyon convicted Perdriau of:

  • Blackmail
  • Criminal conspiracy
  • Misuse of public funds

Prosecutors argued that Perdriau’s team engineered a political trap meant to destroy Artigues’s reputation and suppress his career.
Artigues himself secretly recorded a 2017 conversation in which Perdriau warned that the compromising footage existed and threatened to reveal it.

A Victim Left Traumatized

Artigues told investigators and the court that the humiliation and pressure pushed him into a psychological crisis.

“I thought about suicide. This destroyed me,” he said, welcoming Monday’s verdict.
“I think I will finally be able to live again.”

The scandal triggered national outrage, raising serious questions about abuse of power inside French local politics.

The Court Hands Down Harsh Sentences

Beyond Perdriau’s four-year prison term and five-year political ban, the court also sentenced three accomplices — including his former chief of staff and another deputy — who admitted their role in setting up the blackmail scheme.

Despite the damning evidence, Perdriau insists he is innocent and plans to appeal.

His fall from grace has been dramatic:
After the scandal broke in 2022, he was expelled from France’s conservative Republicans (LR) party and lost regional posts — yet he clung to the mayor’s seat until the sentencing.

Several Saint-Étienne council members resigned in protest, accusing him of dragging the city into disgrace.

A Scandal That Shook French Politics

What makes this case particularly shocking is the calculated nature of the plot.
Investigators say public funds were diverted to finance the sting operation, making taxpayers unwitting participants in a political ambush.

French media describe it as one of the most extreme cases of political blackmail seen in recent years — a scandal combining sexual manipulation, corruption, and betrayal inside one of France’s major post-industrial cities.

The court’s tough verdict signals a clear message:
abusing public office for personal political gain will not be tolerated.

What Comes Next?

Perdriau’s appeal could prolong the legal battle, but his political career is widely viewed as finished. Local officials say the city must now rebuild public trust and move forward from what many call a “dark chapter” in its governance.

For Artigues, the ruling marks the beginning of healing — and possibly a return to public life after years spent under the weight of blackmail.

As France grapples with corruption and transparency issues across various levels of government, this case stands as a stark warning about how far political actors may go when desperate to hold onto power.
